Standard Form 114C (SF 114C), Sale of Government Property, General Sale Terms and Conditions, is a nine-page set of terms for sales of government property. The footer says it is prescribed by GSA FPMR (41 CFR) 101-45.3, and GSA hosts a copy in its forms library.
Pages 1 to 4 hold 25 numbered General Sale Terms and Conditions, from inspection and payment to default, eligibility of bidders and definitions. Page 5 is a Privacy Act Notice. Pages 6 to 9 add Special Sealed Bid Conditions, Special Sealed Bid - Term Conditions, Special Spot Bid Conditions and Special Auction Conditions. Many conditions apply unless otherwise provided in the Invitation.
The only blanks are the Invitation for Bids number and the page number at the top of each page. Page 1 and pages 5 to 9 are headed DO NOT RETURN WITH BID. You can fill it out free in your browser on this page and download the result without an account.

Conditions 1 to 25 on pages 1 to 4 apply to the sale. Many begin with unless otherwise provided in the Invitation.
Pages 6 to 9 cover sealed bid, sealed bid term, spot bid and auction sales. The auction page says the General Sale Terms and Conditions and Special Conditions of Sale form part of the contract of sale.
The sealed bid conditions say that where the Invitation requires a deposit, bids are accompanied by a deposit of 20% of the total amount bid. The term conditions say SF 150 and SF 151 are NOT acceptable as bid deposits.

You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
Condition 3 says a bid will not be withdrawn within the acceptance period: 60 calendar days if no period is specified by the Government or by the Bidder, but not less than 10 calendar days in any case.
Condition 9 says the Government may send a 15-day written notice of default and retain or collect as liquidated damages the greater of 20 percent of the purchase price or $25.
Condition 11 says amounts not paid within 30 calendar days from the date of first written demand bear simple interest at the rate established by the Secretary of the Treasury under Section 12 of the Contract Disputes Act of 1978 (Public Law 95-563).
Condition 6 says deposits on bids not accepted will be promptly refunded, and that no refund or demands will be made for any amount less than one dollar ($1).
The notice cites the Privacy Act (5 U.S.C. 552a) and says the information is mandatory. Failure to provide it prior to contract award will result in rejection of the bid or offer.

The form says the Bidder is invited, urged, and cautioned to inspect the property prior to submitting a bid, and that a bid will not be withdrawn within the acceptance period.
After award, the Purchaser pays for the property, arranges packing, removal and transportation, and reimburses the Government for damage caused during removal.
Condition 25 defines the Contracting Officer as the person accepting the bid in whole or in part on behalf of the Government. Several conditions leave extensions and adjustments to this officer.
Condition 10 says the selling agency may use a bid deposit or refund to satisfy debts arising out of prior transactions with the Government.
Condition 23 says the Bidder warrants they are not under 18 years of age, a federal employee whose agency's regulations prohibit the purchase, or an agent or immediate household member of such an employee.

Condition 2 says that unless otherwise provided in the Invitation, all property listed is offered for sale as is and where is, and the Government makes no warranty as to its quantity, kind, character, quality, weight, size, description or fitness for any use. It also says this is not a sale by sample.
Condition 4 says that unless the Invitation provides otherwise, deposits and payments are in U.S. currency or any form of credit instruments other than promissory notes, made payable on demand in U.S. currency. It adds that uncertified personal or business checks must be first party instruments.
Condition 9 says the Government may send a 15-day written notice of default. If the default is not cured, the Purchaser loses all right, title and interest in that property, and the Government may retain or collect the greater of 20 percent of the purchase price or $25 as liquidated damages.
Condition 12 says that unless the Invitation provides otherwise, the Government may vary the quantity by 10 percent, or the weight by 25 percent when property is sold by weight, with the price adjusted. The term sale conditions raise this to 50%.
It names Standard Form 97, the certificate of release for motor vehicles and equipment requiring licensing by a State motor vehicle regulatory agency, Standard Forms 150 and 151, the deposit bonds for sales of government personal property, and Standard Form 25, a performance bond that may replace a term sale bid deposit.
