Sale of Government Property - Item Bid Page - Spot Bid or Auction
Standard Form 114F (SF 114F), Sale of Government Property - Item Bid Page - Spot Bid or Auction, is a one-page sheet for entering bid prices in a spot bid or auction sale of government property. The footer says it is prescribed by GSA FPMR (41 CFR) 101-45.3, and GSA hosts a copy in its forms library.
The top of the page carries the invitation for bids number, the page number and the words Return With Bid. Below are three sets of Item No., Unit Price Bid and Total Price Bid columns. The bidder then agrees that the general and special sale terms and conditions of the invitation for bids are part of the bid, and gives contact details, the total amount bid and a signature.
The form prints no OMB number, burden estimate or Privacy Act statement. You can fill it out free in your browser on this page and download the result without an account.

When bids are solicited in units such as each, foot/centimeter or pound/kilogram, the form says to enter a price per unit and extend the total. When bids are solicited by the lot, it says to enter only a total price for the lot.
Three side by side sets of Item No., Unit Price Bid and Total Price Bid columns.
A statement that the general and special sale terms and conditions of the invitation for bids are part of the bid, with a blank for the number of calendar days the bid may be accepted.
Name of bidder, street address, city, state, ZIP code, telephone area code and number, and a bidder identification number, if applicable.
Total amount bid, 20% deposit enclosed if required, annual bid bond number if authorized, the signature, signer's name and title, and the sales office bid number and date.
The form is one page with these blocks.
Write the invitation for bids number and the page number in the boxes at the top.
For each item number, enter a unit price and its extended total, or only a total price when bids are solicited by the lot.
The bid agreement has a blank for calendar days. The form says 60 calendar days apply if no period is specified by the Government or by the bidder, but not less than 10 calendar days in any case.
Enter the bidder's name, address and telephone number, any bidder identification number, the total amount bid, and any deposit or bid bond number the boxes call for.
The person authorized to sign the bid signs and adds a typed or printed name and title. The bid number box is left for the sales office.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The header says Return With Bid, and the invitation for bids number goes at the top of the page. The PDF gives no address.
If the bid is accepted within the period entered, the bidder agrees to purchase and pay for any or all items or lots listed. The form says 60 calendar days apply if no period is specified, but not less than 10 calendar days in any case, after the date of bid opening.
The form says all the general and special sale terms and conditions contained or incorporated by reference in the invitation for bids are made a part of the bid.
The footer reads Standard Form 114F (Rev. 9/2002), authorized for local reproduction, and says the previous edition is not usable.
