Standard Form 33 (SF 33): Solicitation, Offer, and Award

Standard Form 33 (SF 33), Solicitation, Offer, and Award, is a one-page form that carries a Government solicitation, the offeror's offer and the Government's award. The footer says it is prescribed by GSA under FAR (48 CFR) 53.214 (c), and GSA hosts it in its forms library. The edition printed on the form is STANDARD FORM 33 (REV. 12/2022).

The Solicitation block gives the contract and solicitation numbers, the type of solicitation (sealed bid or negotiated), the issuing office, where and when offers are received, a contact and a table of contents for Sections A to M. The Offer block, which the form says must be fully completed by the offeror, covers the acceptance period, prompt payment discounts, amendments and signature. The Award block is marked To be completed by Government.

The form notes that in sealed bid solicitations, offer and offeror mean bid and bidder. You can fill it out free in your browser on this page and download the result without an account.
