Standard Form 1447 (SF 1447): Solicitation/Contract

Standard Form 1447 (SF 1447), Solicitation/Contract, is a federal contracting form. Its footer says it is prescribed by GSA under FAR (48 CFR) 53.214(d), and GSA hosts it in its forms library. This edition is Rev. 12/2022, and the form says the previous edition is not usable.

The same sheet carries the solicitation, the offer and, in block 26, the award. Block 5 marks the solicitation type as sealed bids (IFB, invitation for bid) or negotiated (RFP, request for proposal). The header says the bidder or offeror completes blocks 11, 13, 15, 21, 22 and 27. Other blocks carry the issuing office, set-aside, payment and accounting details, and the contracting officer signs the award in block 28.

The back has a no response section for firms that will not offer, and a mailing panel with the solicitation number and the date and local time. You can fill it out free in your browser on this page and download the result without an account.
