Solicitation, Offer, and Award (Construction, Alteration, or Repair)
Standard Form 1442 (SF 1442), Solicitation, Offer, and Award (Construction, Alteration, or Repair), is a two-page form that carries a construction solicitation, the offeror's offer and the Government's award. The footer says it is prescribed by GSA under FAR (48 CFR) 53.236-1(d), and GSA hosts it in its forms library. The edition printed on the form is STANDARD FORM 1442 (REV. 12/2022).
The front is the Solicitation: the solicitation and contract numbers, the type of solicitation (sealed bid or negotiated), the issuing office, where offers go, the work required, the performance period, bond requirements and when offers are due. The back holds the Offer, which the form says must be fully completed by the offeror, and the Award, which it marks to be completed by the Government.
The form notes that in sealed bid solicitations, offer and offeror mean bid and bidder. You can fill it out free in your browser on this page and download the result without an account.

The solicitation number, sealed bid (IFB) or negotiated (RFP), date issued, page count, contract, requisition and project numbers, the issuing office and code, the address for offers and a contact for information.
The work required, the calendar days to begin and complete it, whether performance and payment bonds are required, copies and the hour and date offers are due, any offer guarantee and the minimum acceptance period.
The offeror's name, address and telephone number, any remittance address, code and facility code, the days the offer stays open for acceptance, the amounts, and agreement to furnish any required bonds.
The number and date of each amendment to the solicitation, then the name and title, signature and offer date of the person authorized to sign the offer.
Items accepted, amount, accounting and appropriation data, where to submit invoices (4 copies unless otherwise specified), other than full and open competition under 10 U.S.C. 3204(a) or 41 U.S.C. 3304(a), and the administering and paying offices.
A negotiated agreement block and an award block, then the contractor's name, title, signature and date, and the contracting officer's name and signature for the United States of America.
Check the type of solicitation, the work described in Item 10, the performance period in Item 11 and the bond requirement in Items 12a and 12b.
Item 13a gives the number of copies and the hour and date offers are due at the place in Item 8. The form says sealed envelopes are marked with the offeror's name and address, the solicitation number and the due date and time.
Fill in Items 14 to 16, then the acceptance days in Item 17. The form says to insert a number equal to or greater than the minimum in Item 13d, and that leaving it blank means accepting that minimum.
In Item 19, give the number and date of each amendment to the solicitation that was received.
The person authorized to sign the offer types or prints a name and title in Item 20a, signs in Item 20b and enters the offer date in Item 20c.
The Government completes Items 21 to 27, and the contracting officer completes Item 28 or 29. Under Item 28 the contractor signs and returns the stated copies to the issuing office.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
Item 8 gives the address offers go to, and Item 13a says sealed offers are due at that place by the hour and date stated. For a sealed bid solicitation, the form says offers will be publicly opened at that time.
Item 13d says offers providing less than the stated number of calendar days for Government acceptance after the due date will not be considered and will be rejected.
Item 24 says to submit invoices to the address shown in the item named there, 4 copies unless otherwise specified.
Item 29 says the award consummates the contract, which consists of the Government solicitation and the offer, and the contract award, and that no further contractual document is necessary.
The footer prints STANDARD FORM 1442 (REV. 12/2022) and Prescribed by GSA - FAR (48 CFR) 53.236-1(d). GSA's page lists the same authority. The PDF prints no OMB number or time estimate.
The front, Items 1 to 13, is the Solicitation. Item 7 names the office that issued it, Item 8 the address offers go to, and Item 9 a name and telephone number for information.
The back says the Offer, Items 14 to 20, must be fully completed by the offeror: name and address, the acceptance period, amounts, bonds, amendments acknowledged and the signature of the person authorized to sign.
Items 21 to 27 are marked Award (To be completed by Government): items accepted, amount, accounting and appropriation data, where invoices go, the administering office and the paying office.
The form says the contracting officer will complete Item 28 or 29 as applicable. Under Item 28 the contractor is required to sign; under Item 29 the contractor is not required to sign.
The form splits its blocks between the Government and the offeror. The PDF prints no separate instructions.
