Bid Bond
Standard Form 24 (SF 24), Bid Bond, is a bond in which a principal and one or more sureties bind themselves to the United States of America in a penal sum for a bid the principal has submitted. Its footer prints STANDARD FORM 24 (REV. 10/2023), Prescribed by GSA - FAR (48 CFR) 53.228(a), and GSA hosts a copy in its forms library. GSA's page says the form is intended for use by government contractors and contracting personnel for compliance with and management of financial security requirements in Federal Government contracts.
The instructions say the form is authorized for use when a bid guaranty is required, and that any deviation from it will require the written approval of the Administrator of General Services. It carries OMB Control Number 9000-0001, Expiration Date 1/31/2027. The Date Bond Executed box says it must not be later than the bid opening date.
The Paperwork Reduction Act statement estimates 1 hour to read the instructions, gather the facts and answer the questions. You can fill it out free in your browser on this page and download the result without an account.

The names and business addresses of the sureties, and the penal sum as a percent of the bid price and an amount not to exceed, in millions, thousands, hundreds and cents.
The bid date, the invitation number, and whether the bid is for construction, supplies or services.
The principal and sureties are bound jointly and severally. The obligation is void if the principal, once the bid is accepted, executes the further contract documents and bonds in time, or pays the Government any cost of procuring the work that exceeds the bid.
Up to three principal signers, two individual sureties, and corporate sureties A to G, each with name and address, state of incorporation, liability limit in dollars, typed names and titles, and a corporate seal.
Pages 3 and 4 give seven numbered instructions and the Paperwork Reduction Act statement for OMB control number 9000-0001.
Insert the full legal name and business address of the principal in the Principal space, and mark one type of organization with an X.
The instructions say the bond may express the penal sum as a percentage of the bid price, and in that case may state a maximum dollar limitation.
With multiple corporate sureties, put their names and addresses in the Surety A, Surety B and later spaces, and only their letter identifiers in the Surety(ies) space on the face of the form.
A completed Standard Form 28 accompanies the bond for each individual surety. The form says the Government may require the surety to furnish more information on its financial capability.
Corporations affix their corporate seals. Individuals sign opposite Corporate Seal and affix an adhesive seal if executed in Maine, New Hampshire or any other jurisdiction requiring adhesive seals. Type each signer's name and title.
The Date Bond Executed box says the date must not be later than the bid opening date.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The PDF gives no filing address. The form says it is authorized for use when a bid guaranty is required, and its conditions refer to the bid identified on the form.
If the bid names no period, the form uses sixty (60) days for acceptance, and ten (10) days after receipt of the forms to execute the further contract documents and bonds.
Each surety agrees its obligation is not impaired by extensions of the time for acceptance. The waiver of notice applies only to extensions aggregating not more than sixty (60) calendar days beyond the original period.
The form says that in its application to negotiated contracts, the terms bid and bidder include proposal and offeror.
The Paperwork Reduction Act statement says to send only comments on its time estimate to General Services Administration, Regulatory Secretariat Division (MVCB), 1800 F Street, NW, Washington, DC 20405.
The principal's full legal name and business address go in the Principal space, with its type of organization and state of incorporation. The form says an authorized person shall sign the bond.
The instructions say corporations executing the bond as sureties appear on the Department of the Treasury's list of approved sureties and act within the limitations listed there. Each signs in a Surety A to G block.
When individual sureties are involved, the form says a completed Affidavit of Individual Surety (Standard Form 28) for each individual surety shall accompany the bond.
Anyone signing in a representative capacity furnishes evidence of authority if that representative is not a member of the firm, partnership or joint venture, or an officer of the corporation involved.
GSA's page says the form is intended for use by government contractors and contracting personnel, and that any other use is void of purpose.
