GSA Form 2630: Architect-Engineer Cost Estimate

GSA Form 2630, Architect-Engineer Cost Estimate, is a General Services Administration (GSA) form, GSA 2630 (REV. 9/2014). GSA's page lists PBS P 2800.6A as its authority or regulation, and GSA hosts it in its forms library.

The instructional guidance in the PDF says the form is to be used by the Prime Contractor and all Sub Consultants on any Professional Services Contract for PBS, and that GSA Forms 2630 and 2631 were revised to prepare fee proposals and Independent Government Estimates in terms of the estimated cost of construction. Page 1 covers Basic Services and page 2 Excluded Services, each with direct salary costs, consultants, other direct costs, overhead pools and profit. Pages 3 to 7 hold the guidance, and page 8 is Table One, PBS Application of the 6% Statutory AE Design Fee Limitation.

H: percent of the cost limit

On the Basic Services page only, line H shows G as a percent of the estimated cost of construction (Design-to-Cost Limit).

Guidance and Table One

Pages 3 to 7 explain each cost element and GSA Form 2631. Table One on page 8 marks each service as in or out of the 6% limitation.

How to complete GSA Form 2630

  1. 1

    Sort the services

The guidance says the Architect-Engineer uses Table One to define which elements of the scope of work are Basic Services and which are Excluded Services, by project phase.

  2. 2

Fill in the project and firm blocks

Enter the firm, facility, project, design phase, completion time and estimated cost of construction at the top of each page.

  3. 3

    Estimate direct salaries

List job titles by specialty with man-hours, rates and amounts. The guidance asks for a supporting narrative on how the man-hours and the labor and overhead rates were developed.

  4. 4

Add consultants, other costs and overhead

Attach estimates as necessary. The guidance says other direct costs are detailed enough for evaluation by GSA personnel, with a narrative on their basis.

  5. 5

    Work out profit and totals

The guidance says profit is established as a dollar amount after considering risk, the nature of the work, joint venture responsibilities, the A-E's investment, subcontracting and other criteria in GSAM.

  6. 6

    Sign and summarize

Complete the PREPARED BY and APPROVED BY lines. The guidance says the fee proposal and cost estimate are both summarized on GSA Form 2631.

Submission, limits and what the form says

Where it goes

The guidance says the completed proposal and all cost or pricing data are submitted in accordance with the instructions in the proposal invitation. The PDF gives no address.

The 6 percent limitation

The guidance quotes FAR Part 15.404-4(c)(4)(i)(B): for architect-engineer services for public works or utilities, the price for production and delivery of designs, plans, drawings, and specifications shall not exceed 6 percent of the estimated cost of construction, excluding fees.

Where the limit does not apply

The notes to Table One say the 6% limitation only applies to contracts for complete design services, not to AE contracts for performance specifications or bridging documents for design build contracts.

References

The guidance lists 41 U.S.C.254, Brooks Act Public Law 92-582, FAR 36.6, FAR 15.4 and PBS Procurement Instructional Bulletin PIB 13-04.

Supporting records

The guidance says data too voluminous to submit may be kept in the proposal file, which may be examined by GSA auditors or requested by the contracting officer prior to or during negotiations.

Questions

The guidance says to contact the PBS Office of Design and Construction, Cost Management Program, with questions on GSA Forms 2630 and 2631.
