Environmental Taxes
Form 6627, Environmental Taxes, is a two-page form attached to Form 720, Quarterly Federal Excise Tax Return. The IRS About page says it is used to figure the environmental tax on petroleum, ozone-depleting chemicals (ODCs), imported products that used ODCs as materials in their manufacture or production, the floor stocks tax on ODCs, taxable chemicals, and taxable imported chemical substances.
Each part ends with a total that the form says to enter on Form 720 on the line for a given IRS No., such as IRS No. 53 for the domestic petroleum superfund tax and IRS No. 54 for chemicals. The instructions say filers should use the January 2026 revision to report their tax, and that the oil spill taxes for IRS Nos. 18 and 21 expired after December 31, 2025.
You can fill out Form 6627 free in your browser on this page and download it without an account.
Lines 1 to 8 cover crude oil received at a U.S. refinery, crude oil used before the tax was imposed, and imported petroleum products, in barrels at a printed rate per barrel.
Forty-two listed chemicals, from acetylene to zinc sulfate, each with a printed rate per ton. Line 43 totals the chemical tax for IRS No. 54.
The imported substance, tons, each taxable chemical used, a conversion factor or entry value, the rate and the tax, totaled on line 4 for IRS No. 17.
Two mixture election boxes, the 1990 election and the 1991 election, then each ODC, pounds and tax per pound, totaled on line 4 for IRS No. 98.
An importer election box, then the product and its ODC, number of products, ODC weight, tax per pound and entry value, totaled on line 4 for IRS No. 19.
Each ODC held, the number of pounds and the tax per pound, totaled on line 4 for IRS No. 20.
Enter the name as shown on Form 720, the quarter ending date and the employer identification number (EIN).
Line 3 subtracts line 2 from line 1. Multiply barrels by the rate on each line. The instructions say the 2026 petroleum Superfund tax rate is $0.18 per barrel and fractional barrels are taxed proportionately over 42 gallons.
These lines carry the oil spill taxes for IRS Nos. 18 and 21. The instructions say not to enter these expired taxes unless Congress extends them.
Enter the tons of each chemical, multiply by the printed rate in column (b), and add column (c) on line 43. Enter that total on Form 720 for IRS No. 54.
Multiply tons by the conversion factor by the rate. Without enough information for a conversion factor, the instructions say an IRS-provided rate applies, or if there is none, 10% of the appraised entry value.
Use the 2026 tax per pound from the instructions' charts, such as $19.3 for CFC-11 in Part IV. The instructions say not to multiply these by the ozone-depletion factor. Part V uses 1% of entry value under the value method.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The form says "Attach to Form 720." The instructions say continuation sheets in the same format as the part are attached with it.
The instructions say to see the Instructions for Form 720 for when and where to file Form 6627.
The instructions say to report the floor stocks tax on Form 6627 and Form 720 for the second calendar quarter of 2026, with payment due by June 30, 2026.
The tax applies to holders on January 1 of at least 400 pounds of ODCs other than halons or methyl chloroform, at least 50 pounds of halons, or at least 1,000 pounds of methyl chloroform.
The 1990, 1991 and importer elections are made by checking the boxes in Parts IV and V. The instructions say each may be revoked only with the consent of the IRS.
The instructions say that, due to the IRS's acquiescence in a recent court case, the section 4611 tax on exported crude oil currently does not apply.
The instructions list who files for each kind of environmental tax. These are businesses that refine, import, make, sell or hold the taxed products.
