VA Form 26-1839: Compliance Inspection Report

VA Form 26-1839 is the U.S. Department of Veterans Affairs Compliance Inspection Report. A designated compliance inspector uses it to report what was observed at each inspection of a property's construction, alterations, repairs or additions. The respondent burden note says VA needs the information to determine, establish or verify the dwelling's compliance with the Minimum Property Requirements and eligibility for VA Specially Adapted Housing grant stage disbursement.

The form is two pages. Page 1 identifies the property, lender and builder, then covers the inspection stage, the condition of construction, offsite improvements, reinspections, the estimated cost of incomplete work, the inspector's certification and VA's review. Page 2 holds a continuation area and the instructions to the compliance inspector. The PDF is the July 2026 edition, while VA's form page still lists a form revision date of July 2023.

How VA Form 26-1839 is completed

  1. 1

    Gather the references

The instructions list reports of any previous inspections, approved plans and specifications, and a statement of any specific requirements for the property. Other references include HUD regulation in 24 CFR 200.962d.

  2. 2

    Fill in the heading

Enter the property street address or lot and block number, the builder's name and address and the lender's name and address, plus the case number and Veteran's name and address if provided.

  3. 3

Questions about Form 26-1839

Who fills out VA Form 26-1839?

A designated compliance inspector, who signs the Item 5 certification in ink. VA's Valuation Officer or designee then reviews the report in Item 6.

What do conditions A to E mean?

No. The form says an unapproved report left at the site for the builder's convenience is subject to change, and to consult the lending institution for the official report.

When is Reinspection Required checked?

The instructions say it is checked when the work has not progressed far enough for the requested inspection, when condition C work will be concealed before the next regular inspection, and in all cases when condition C or E is reported at the third inspection.

Why does the property need to be marked at the site?

The form says the VA case number and other identification are posted on the site so the notice can be read from the street, and that inability to identify the property may prevent inspection.
