Standard Form 716 (SF 716): Agency Security Classification Costs Estimates

Standard Form 716 (SF 716), Agency Security Classification Costs Estimates, is a National Archives and Records Administration form, prescribed by NARA/ISOO under 32 CFR Part 2001.90 and E.O. 13526. GSA hosts a copy in its forms library. The edition printed on the form is 07-11.

It is a one-page report on which a department or agency gives cost estimates for one fiscal year, in actual dollar figures, across nine reporting categories of classification-related activities, with a total and a narrative. The instructions say the data reported will be Government cost estimates only.

Pages 2 to 4 define each category and explain how to complete the form. You can fill it out free in your browser on this page and download the result without an account.

Categories 1 and 2: personnel and physical security

Categories 3 and 4: classification management and declassification

Resources used to identify, control, transfer, transmit, retrieve, inventory, archive, declassify or destroy classified information, and to process information under automatic, systematic, discretionary or mandatory review programs.

Categories 5 and 6: information systems, OPSEC and TSCM

Protection and maintenance of classified information systems, including TEMPEST and Communications Security (COMSEC), then Operations Security and Technical Surveillance Countermeasures.

Categories 7 and 8: training and security management

Professional education, training and awareness, then security management, oversight and planning, which includes research and testing, surveys, special access programs, investigations, industrial security and FOCI.

Category 9, total and narrative

Unique Items for department or agency specific activities not reported elsewhere, the total of items 1 to 9, and a narrative explaining significant differences from last year and any Unique Items.

The form says to use actual dollar figures for each category.

How to complete SF 716

  1. 1

    Identify the agency and year

Enter the department or agency, the fiscal year and the point of contact's name and phone number.

  2. 2

Report each category in the aggregate

List cost estimates in dollar amounts for each of the nine categories. The instructions say the cost of personnel tied to the security of classified information is included in each category.

  3. 3

    Apply the 51% rule

The form says a resource is included if 51% or more of it is devoted to a classification-related activity, and part-time resources count only if their time over a year reaches at least 51%.

  4. 4

    Leave out excluded costs

The instructions say to exclude costs for broad areas of assets protection and not to include counterintelligence resources.

  5. 5

Enter 0 where there is nothing

If there is no cost estimate for a category, the form says to indicate it with a 0 in the block. The totals for blocks 1 to 9 are placed automatically.

  6. 6

    Write the narrative

In the narrative or a separate attachment, briefly explain how the estimates were determined, any significant difference between fiscal years, and every figure in Unique Items.

Special access program costs go under category 8. The form says Sensitive Compartmented Information (SCI) programs are not included as SAPs here, and SCI security costs are estimated throughout all categories as appropriate.

Who fills out SF 716?

  • A federal department or agency

The top of the form asks for the Department/Agency and the Fiscal Year being reported. The instructions call the name of the department or agency self-explanatory.

  • A named point of contact

The form asks for a point of contact, with a name and phone number.

  • Offices running classification-related programs

The categories cover work such as personnel security, physical security, declassification, classified information systems, training and security management, so cost figures come from those programs.

  • Government costs only

The instructions say the data reported will be Government cost estimates only. Industrial Security is reported as non-contractor costs, meaning Government activities that protect classified information held by contractors.

SF 716 is completed by a federal department or agency, not by the public. The form does not print where it is sent.
