CJA 24: Authorization and Voucher for Payment of Transcript

CJA 24, Authorization and Voucher for Payment of Transcript, is a Criminal Justice Act (CJA) form from the U.S. Courts. The U.S. Courts list it under Vouchers. The PDF is dated Rev. 5/24, and the page shows it as updated on May 13, 2024 and effective on January 1, 2008. The page also prints item by item instructions for the form.

The one-page form moves through three stages. An attorney, or a person proceeding pro se under the CJA, requests a transcript and affirms it is necessary for adequate representation, and the presiding judicial officer signs the court order. The court reporter or transcriber then claims payment for the pages and any expenses, the attorney or clerk certifies the transcript was received, and the voucher is approved for payment in the section marked court use only.

This page explains the form in plain words and is not legal advice. You can fill it out free in your browser on this page and download the result without an account.

How to fill out CJA 24

  1. 1

Read the instructions on the page

The U.S. Courts page asks to read the instructions carefully, type or print clearly in blue or black ink, and attach a continuation sheet if more space is needed. If the form is system generated, Items 1 through 11 are preprinted.

  2. 2

    Fill in the case details

The page gives the docket number format YY-NNNNNN-DDD, asks for only one name in Item 2, and says to complete a separate voucher for each transcript requested.

  3. 3

    Describe the transcript

Briefly describe the purpose in Item 12, such as a motion hearing, trial preparation, trial or appeal, and in Item 13 specify the proceedings or trial sections to be transcribed.

  4. 4

    Mark any special authorization

The page says services other than ordinary transcript are permitted only if the presiding judicial officer initials the space in Item 14. Ordinary transcripts are delivered within 30 days after receipt of an order.

  5. 5

Sign the request and get the order

The attorney or pro se person signs and dates Item 15, prints the name and checks a status box. The presiding judicial officer signs and dates the Item 16 order.

  6. 6

    Claim payment after delivery

The payee fills in Items 17 to 20 with page numbers, pages and rate, attaches receipts for any expenses, and signs Item 21. The attorney or clerk then signs Item 22 to confirm the transcript was received.

Rates, delivery and expenses

Where it goes

CJA 24 is a voucher used within the court. Item 1 holds the code of the court where authorization is given to procure the transcript, and Items 23 and 24 are marked approved for payment, court use only.

Rates and fees

The form does not print a page rate or a fee. The page says cost per page may not exceed the rates in effect at the time of the authorization, and that a page has 25 lines typed on 8 -1/2 x 11-inch paper.

Delivery times

The page defines 14-Day, 7-Day and 3-Day as calendar days after receipt of an order, Next-Day as the following calendar day before the clerk's office opens, 2-hour as within 2 hours, and Realtime Unedited as during the proceedings or immediately after the order.

Expenses

The page says to claim only travel and subsistence of assistants for daily or hourly transcript, if authorized in advance by the presiding judicial officer, and extraordinary delivery costs such as courier services or express mail. Regular postage is not reimbursable.

Multi-defendant cases

The page says Judicial Conference policy is that no more than one transcript should be purchased from the court reporter for CJA defendants in multi-defendant cases, with copies made at commercially competitive rates, unless the court grants an exception.

Who uses CJA 24?

  • Appointed counsel or a pro se person

The page says court-appointed counsel or the person proceeding pro se under the CJA signs the Item 15 statement and checks a box: panel attorney, retained attorney whose client is unable to afford the transcript, pro se, or legal organization.

  • The presiding judicial officer

The page says the presiding judicial officer signs and dates the Item 16 court order, initials any Item 14 special authorization, and signs Item 23 after reviewing the voucher for reasonableness and compliance with the CJA Guidelines.

  • Court reporters and transcribers

Item 17 marks the reporter as official, contract, transcriber or other. The page says the person providing the transcript services generally signs the Item 21 claimant's certification.

  • The clerk of court

The page says Item 1 codes are entered by the payment system or court staff, and clerks may verify receipt in Item 22 for persons proceeding pro se, and for all CJA parties where a local rule authorizes it.

Different people complete different items. The form and the U.S. Courts page name them.
