Standard Form 81 (SF 81): Request for Space

Standard Form 81 (SF 81), Request for Space, is a General Services Administration (GSA) form, Rev. 2/1989. Its footer reads Prescribed by GSA-FPMR (41 CFR) 101-17, and GSA hosts it in its forms library.

A federal agency uses it to ask GSA for office, storage or special space. The form is addressed to General Services Administration, Public Buildings Service, and the instructions say it is submitted by the office which has authority to obligate funds to reimburse GSA for all applicable costs associated with the delivery of space. Item 15 is for GSA use only.

The front page has 15 numbered items: contacts, the type of request, the service area, the term of occupancy, the number of personnel, a table of space requirements, special requirements, an agency certification and the GSA action block. The instructions are on the reverse. You can fill it out free in your browser on this page and download the result without an account.

How to complete SF 81

  1. 1

    Gather the supporting documents

The instructions say to submit SF 81 with a completed SF-81A, Space Requirements Worksheet, a Space Requirements Questionnaire and any additional documentation that supports the agency's space needs.

  2. 2

    Choose the type of request

Item 8 defines Initial as new space not tied to an existing assignment, Expansion as added space, Continuing requirements as a renewal, succeeding lease, extension or move, and Reduction as a partial or total termination.

  3. 3

    Give a definite term

The instructions for item 10 say the period represents the longest period for which the agency can commit, and that Indefinite and ASAP are not acceptable responses.

  4. 4

Count personnel and add up the space

Personnel means the peak number of persons to be housed, including temporaries, part-time, seasonal and contractual employees and budgeted vacancies. Line d adds b and c, line l adds e to k, and line m adds a, d and l.

  5. 5

    Convert land and parking

For open land under 1 acre, the instructions say 1 acre equals 43,560 square feet. One parking space equals 300 square feet, and a certification that the parking is necessary for the agency mission is required.

  6. 6

Sign item 14 and send it to GSA

An authorized agency official signs the certification. The instructions say to submit the SF 81 in triplicate, and item 5 names the GSA regional office for the area where space is required.

Where it goes and what the form says

Where it goes

To the GSA regional office with jurisdiction for the geographic area where space is required, entered in item 5 under General Services Administration, Public Buildings Service. The PDF prints no street address.

Copies

The instructions say to submit the SF 81 in triplicate.

Funding

The instructions say a GSA Form 2957, Reimbursable Work Authorization, should be submitted when applicable. The certification states that funds are available for rent, moving, telecommunication and related reimbursable costs.

What GSA does with it

GSA evaluates the request against the space in its inventory and assigns a space request number to track it. If GSA determines the space is unique agency space, it takes no action until the agency concurs.

Incomplete requests

The instructions say failure to provide complete and accurate information will delay processing and may result in return of the SF 81 for correction, update and resubmission.

Prescribing rule

The footer reads Prescribed by GSA-FPMR (41 CFR) 101-17, and the agency certification refers to compliance with FPMR 101-17.

Who fills out SF 81?

  • The requesting agency office

The office with authority to obligate funds to reimburse GSA submits the form. The instructions say field components without that delegated authority coordinate submission and approval with an office that has it.

  • The agency contacts

Item 3 names the local agency official who serves as the point of contact for the project. Item 4 names the representative who works with GSA if a market survey is conducted.

  • An authorized agency official

The instructions say the item 14 certification is signed by an authorized agency official, who certifies the request is accurate, complete and for the minimum amount of space required.

  • GSA

An authorized GSA official completes item 15, marking the action taken, and GSA assigns a space request number and names a GSA regional contact.

The instructions on the reverse name these roles. SF 81 is an agency form, sent to GSA.
