Employee Incentive Scholarship Program—Mobility Agreement
VA Form 10-10154 is the Department of Veterans Affairs Employee Incentive Scholarship Program (EISP) Mobility Agreement. The form says EISP is an incentive program for Veterans Health Administration (VHA) employees, meant to help VHA meet its staffing needs for health professional occupations in which recruitment or retention of qualified personnel is difficult. The National Nursing Education Initiative (NNEI) and the VA National Education for Employees Program (VANEEP) stem from the same legislative authority. It is a VA employee form, not a Veterans benefit application.
The form says eligibility for EISP under Title 38 United States Code Chapter 76 requires a participant's agreement to serve in the position the program prepared them for, as a full-time employee in a VHA facility selected by the Secretary. This one-page agreement records that commitment: the employee names the initiative, initials four statements about assignment and relocation, and signs a certification. The statements refer to Section C of the employee's EISP, NNEI or VANEEP Agreement.
