Form N-600K: Application for Citizenship and Issuance of Certificate Under Section 322

Form N-600K is the application for U.S. citizenship and a Certificate of Citizenship under Immigration and Nationality Act section 322 for a child who regularly resides outside the United States, based on a U.S. citizen parent. The form says the applicant is the child's parent, grandparent or legal guardian, not the child.

The instructions say all requirements and documents, the child's interview and the Oath of Allegiance (if applicable) are completed before the child turns 18, and that the child stays under 18 and unmarried throughout. Processing generally takes place in the United States and includes the interview, the oath for children 14 or older, and receipt of the certificate.

For a child living abroad with a parent in the U.S. armed forces under official orders, the instructions say the entire process may be completed outside the United States.

What's on Form N-600K

Part 1: Information About the Child's Eligibility

Whether the child is under 18, lives outside the United States and is in the custody of the U.S. citizen parent, plus questions on permanent residence and a parent in the armed forces or government service abroad.

Part 2: Person Filing this Application

Whether you are the child's U.S. citizen parent, grandparent or legal guardian. The form notes a grandparent or guardian files only if the U.S. citizen parent died during the last five years.

Parts 3 and 4: The child and any adoption

The child's relationship to the U.S. citizen parent, name, birth details, marital status, addresses and any earlier passport or certificate application, then the date and place of a full and final adoption and the custody and joint residence dates if it applies.

Parts 5 to 7: Parents, grandparent or guardian

Information about the U.S. citizen parent, the child's other parent, and the U.S. citizen grandparent or legal guardian when one is filing or the grandparent's physical presence is used.

Parts 8 and 9: Physical presence and interview

Every period the U.S. citizen parent or grandparent was physically present in the United States from birth until filing, and a preferred location and date for the interview.

Parts 10 to 15: Signatures and USCIS sections

The applicant's signature, interpreter and preparer sections, and extra space. Part 14 is an affidavit completed at the interview and Part 15 is for USCIS use only.

How to fill out Form N-600K

  1. 1

    Start with Part 1

The form says that if the answer to any of Items 1 to 3 is No, the child is not eligible through Form N-600K. The USCIS filing tips say to check only one box in Part 1, and that a form with multiple boxes checked there is rejected.

  2. 2

Enter the child's details in Part 3

Use the legal name from the birth certificate unless it was legally changed, dates in mm/dd/yyyy form, and the country of birth as it was named at the time of birth.

  3. 3

List physical presence in Part 8

The instructions ask for all dates the U.S. citizen parent or grandparent was in the United States, from birth until now, including time before becoming a citizen. The requirement is five years in total, at least two after age 14.

  4. 4

Choose an interview preference in Part 9

The instructions say USCIS considers the preferred location and date but may not be able to schedule the requested date. The USCIS Field Office Locator lists offices.

  5. 5

Sign Part 10 and leave Parts 14 and 15 blank

The instructions say a stamped or typewritten name is not accepted, Part 14 waits until a USCIS officer asks at the interview, and Part 15 is for USCIS use.

  6. 6

    File early enough

The instructions say to file at least 90 days before the requested interview date, and that USCIS schedules the interview only once the form is complete.

Where to file, evidence and fees

Online or by mail

The USCIS page lists online filing through a USCIS account or paper filing by mail. It says a fee waiver request is sent on paper by mail, since USCIS does not currently process fee waivers online.

Fee

The USCIS page says the filing fee is on its Fee Schedule page, and the instructions point to Form G-1055. Fees can change, so check them on the day you file.

Required evidence

The page checklist lists two passport-style photos of the child, the child's and the U.S. citizen parent's birth certificates, proof of the parent's citizenship and physical presence, proof of legal custody where parents divorced or separated or the child was adopted, and proof of physical custody.

Adoption, admission and travel

Adopted children add the final adoption decree and, if it applies, a Form I-600 or I-800 approval. The instructions ask for Form I-94 at the interview if available, and say securing any visa needed is the responsibility of the person seeking the certificate.

Who files Form N-600K?

  • U.S. citizen parents

The instructions describe a U.S. citizen mother or father with legal and physical custody of a child under 18, who regularly resides outside the United States and whose relationship to the child fits one of the categories the instructions list.

  • U.S. citizen grandparents

If the qualifying U.S. citizen parent has died, the instructions say the parent's own U.S. citizen parent may file within 5 years of the parent's death.

  • U.S. citizen legal guardians

A U.S. citizen legal guardian may file within five years of the qualifying parent's death. The instructions say the guardian does not have to meet the physical presence requirements, which the deceased parent or the grandparent met.

  • Families of armed forces members abroad

The instructions say a child living abroad with a service member parent under official orders does not need to show temporary physical presence or lawful admission. A child who is a permanent resident may already have acquired citizenship.

  • Who should not file

The instructions list a child who already acquired citizenship automatically, a stepparent who did not adopt the child, filing once the child is 18 or married, and replacing a lost or stolen certificate, which is Form N-565.

Questions about Form N-600K

Can a child file Form N-600K for themselves?

No. The form says the applicant is the child's parent, grandparent or legal guardian, and the instructions say it is signed and filed by that person on behalf of the child.

What if the child turns 18 during the process?

The instructions say the child remains under 18 and unmarried throughout the process, including the Oath of Allegiance, and USCIS administers the oath before the child reaches 18.

Does the child need to travel to the United States?

The instructions say processing is completed within the United States, unless the application is filed under section 322(d) for a child of an armed forces member living abroad under official orders. They suggest waiting for the appointment notice before traveling.

Can a stepparent file Form N-600K?

The instructions say stepchildren are not eligible through a U.S. citizen stepparent unless the stepparent adopted the child and the child meets the requirements for adopted children.

What if the U.S. citizen parent does not meet the physical presence requirement?

The instructions say the physical presence of the parent's own U.S. citizen parent, the child's grandparent, can be used instead: five years in total, at least two after age 14.

Can Form N-600K be filed online?

Yes, through a USCIS online account. The USCIS page says a request for a fee waiver goes on paper by mail.

What is the Form N-600K filing fee?

USCIS fees change, so this page does not list one. The N-600K page points to the USCIS Fee Schedule, and the instructions point to Form G-1055.
