Overseas Employment Transportation Agreement (For Employee Returning to a Different Post of Duty Following Leave)
GSA Form 5044, Overseas Employment Transportation Agreement (For employee returning to a different post of duty following leave), is a one-page General Services Administration (GSA) form, printed as GSA 5044 7/2018. GSA hosts it in its forms library, and GSA's page lists HRM 9301.1 as its authority or regulation.
It is a signed statement by a GSA employee serving overseas, not a form the public files. In it the employee agrees to remain in the service of the General Services Administration for a stated number of months from the time of arrival at the new post of duty, and enters that post and the place of actual residence in the U.S. at the time of appointment or transfer.
The form lists three kinds of costs the employee would owe if they leave before 12 months, and the return costs if they leave after 12 months but before the full period, unless separated for reasons beyond their control and acceptable to GSA. You can fill it out free in your browser on this page and download the result without an account.

The employee's name, the number of months they agree to remain in GSA service from the time of arrival at the post of duty, and the post of duty.
Three numbered items: (1) leave travel and per diem for the employee and family travel to and from the residence, (2) family members who traveled from the former to the current post without going to the residence, and (3) household goods moved between posts.
The employee also bears the cost of transportation for themselves, family, household goods and personal effects to the place of actual residence. Because a prior agreement was completed, the cost that would have been incurred is applied as a setoff.
Unless separated for reasons beyond their control and acceptable to GSA, the employee bears return transportation costs, offset by the cost of moving household goods, personal effects and family members who did not accompany the employee home for leave.
Lines for the date, the signature of the employee, and the place of actual residence in the U.S. at the time of appointment or transfer.
The form is one page of agreement text with a few blanks.
Write the name in the blank after "I," in the opening sentence.
Write the period of service in months, counted from the time of arrival at the post of duty.
Enter the current post of duty, the one the employee goes to after leave, which the numbered items call the current post.
The paragraphs set out the three costs owed for leaving before 12 months, the return costs, and how each debt is offset.
The employee dates and signs the form and enters the place of actual residence in the U.S. at the time of appointment or transfer.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The PDF prints no address or routing instructions. GSA's page lists HRM 9301.1 as its authority or regulation.
12 months following return to the overseas post for the leave travel and move costs, and the full period entered in the first paragraph for return transportation.
For leaving after 12 months but before the full period, separation for reasons beyond the employee's control and acceptable to GSA.
The one-page PDF prints no Privacy Act statement, OMB number or time estimate.
