GSA Form 5042: Overseas Service Agreement, Home Leave and Renewal Agreement Travel

GSA Form 5042, Overseas Service Agreement, Home Leave and Renewal Agreement Travel, is a General Services Administration (GSA) form, printed as GSA 5042 (REV. 2/2024). GSA hosts it in its forms library, and GSA's page lists HRM 9301.1 as its authority or regulation.

The form says it is used for tour renewals: it documents the overseas tour renewal for the administration of home leave and the service agreement required for renewal agreement travel (RAT) under the Federal Travel Regulations (FTR). It says to complete it when (or before) the initial overseas tour has expired, as documented by the GSA 5040.

It is an internal personnel form for GSA employees already serving overseas, not a form the public files. The employee and supervisor prepare Section A and both sign Section D, and Section E is left blank unless GSA releases the employee from the RAT service agreement. You can fill it out free in your browser on this page and download the result without an account.

What's on GSA Form 5042

Section A: administrative and overseas tour data

Items 1 to 8: employee name, GSA Employee ID number, GSA email, telephone, overseas city and country, type of installation, duty station name, and the tour length, renewal start and end dates and estimated dates of home leave and RAT.

Section B: RAT service agreement acknowledgement

Item 9 explains renewal agreement travel and the 12-month service period, followed by financial liability disclosures and a checkbox attesting the employee read them and agrees to remain with GSA at the overseas post for no less than 12 months following RAT.

Section C: return transportation agreement

Item 10 is GSA's acknowledgement, citing 5 U.S.C. § 6304(b) and DSSR 031.12(b), that it will provide return transportation for employees determined eligible for the 45-day leave accrual ceiling and living quarters allowance (LQA).

Section D: signatures

Items 11 to 14: employee name, signature and date, and supervisor name, signature and date. The form says signing attests the form is complete and accurate and agrees to the terms in Box 9.

Section E: release from service agreement

Item 15, used only when GSA cancels the service agreement in rare situations beyond the employee's control, such as illness, medical evacuation, approval for disability retirement or a call to military duty, per GSA Order 5730.1.

Section F: Privacy Act statement and instructions

The authorities for collecting the information, who uses it and where it is stored, then numbered instructions for boxes 1 to 15.

The form has Sections A to F over four pages.

How to complete GSA Form 5042

  1. 1

    Check the timing

The form says to complete it when (or before) the initial overseas tour documented on the GSA 5040 has expired.

  2. 2

Enter the employee and post details

Items 1 to 7 take the name in Last, First, Middle Initial format, GSA Employee ID number, GSA email, telephone number (usually the work number), city and country, installation type and duty station name.

  3. 3

Set the new tour in item 8

Enter the tour length in months (the form prints between 12 and 36 months), the renewal start and end dates and estimated home leave and RAT dates. The instructions say the new tour begins after the existing agreement expires or upon return overseas, whichever is later.

The employee checks the box in Section B after reading the RAT, return relocation and duplicate reimbursement disclosures.

  5. 5

    Employee and supervisor sign

Where it goes and what the form says

Who uses the information

The Privacy Act statement says it will only be used by the GSA Office of Human Resources Management and the employee's new supervisor, and stored in OPM's eOPF under SORN "OPM/GOVT-1" at 77 FR 73694 (December 11, 2012).

Service period printed on the form

No less than 12 months following RAT. Instruction 9 says the period can be up to 36 months and can be the entire duration of the overseas tour or a shorter period.

Debt if the period is not completed

The form says that per 41 C.F.R. §§ 302-2.13 and 2.14(d), leaving Government service before 12 months after return to the post, unless separated for reasons beyond the employee's control and acceptable to GSA, makes RAT costs recoverable as a debt to the United States.

Return relocation offset

The form says a GSA-paid return relocation debt is offset by the mandatory relocation expenses in Column 1, Table F of 41 C.F.R. § 302-3.101, and that in some (if not most) cases no debt may actually be owed.

Duplicate reimbursement

The employee agrees that neither they nor their immediate family have accepted, or will accept, duplicate reimbursement of RAT or relocation expenses from any public or private source.

Who completes GSA Form 5042?

  • GSA authorizing officials

Section E is used only when the employee is released from the RAT service agreement. It names the GSA program office, the authorizing official and title, the reason for cancellation and the date.

  • GSA Office of Human Resources Management

The Privacy Act statement says the information will only be used by the GSA Office of Human Resources Management and the employee's new supervisor, and stored in OPM's Electronic Personnel Folder (eOPF).

Questions about Form GSA5042

Who issues GSA Form 5042?

The form says it is used for tour renewals, to document the overseas tour renewal for home leave and the RAT service agreement. It is completed when (or before) the initial overseas tour documented on the GSA 5040 has expired.

What is renewal agreement travel?

The form says RAT is the travel of the employee and immediate family from the overseas post to the actual place of residence in the U.S., as documented on the GSA 5047, for paid home leave between overseas tours. It says the agency pays these travel costs and per diem only during en route travel.
