Virtual VITA/TCE Taxpayer Consent (Somali Version)
Form 14446 (so) is the Somali version of Form 14446, Virtual VITA/TCE Taxpayer Consent. The IRS lists it for taxpayers who read Somali and get help at a Volunteer Income Tax Assistance (VITA) or Tax Counseling for the Elderly (TCE) site. Its Somali title, Ogolaanshaha Canshuur bixiyaha VITA/TCE oo Fogaan arag ah, spells out both program names in Somali in parentheses, and each footer reads Form 14446 (so) (Rev. 11-2023). The English edition is Form 14446.
The Somali text says the form is needed when the intake/interview and/or the quality review are not done face to face between the taxpayer and the VITA/TCE volunteer. The site completes Qeybta I and Qeybta II (Parts I and II). The taxpayer reads Qeybta III, answers two Haa (Yes) or Maya (No) questions and signs, and on a joint return both spouses sign.
You can fill it out free in your browser on this page and download the result without an account.

Site name, site address (street, city, state, postal code), site identification number (SIDN), site coordinator name, and the site contact's name and phone number.
Goobta Dejinta (drop off site), Goobta Qaadashada (intake site), a return preparation and/or quality review only site, Goobta Isku darka (combination site), and the 100% virtual VITA/TCE process.
Eleven numbered processes, each with a guide question in parentheses: scheduling, the consent agreement, intake, identity checks with photo ID and Social Security cards or ITIN letters, interview, preparation, contact, quality review, sharing, signing and e-filing.
The form says IRS employees pick free tax preparation sites at random for review, the site makes any needed corrections, and saying no does not affect the services provided at the site.
The Somali text says that if non-IRS virtual systems are hacked or stolen from without the site's knowledge, federal law cannot protect the return information from further use or sharing. It also says the sites are run by IRS sponsored partners.
A Haa or Maya on using the site's virtual process, then printed name, date of birth, date, phone, email and an electronic or a typed/printed signature, in columns for the taxpayer and the spouse.
The site enters its name, address, SIDN, coordinator and contact, then checks each virtual method, A to E, that it uses.
For each of the 11 processes, the site writes how it is handled remotely. Item 11 asks when the return is e-filed: right away or when the day ends.
Check Haa (Yes) or Maya (No) on letting an IRS employee check the return for accuracy if the preparing site is selected.
Check Haa or Maya on using the site's virtual process, enter the printed name, date of birth, date, phone and email, then sign electronically or by typing or printing. AMA between the two signature lines means or.
On a joint return, the spouse fills in the second column with the same details and signs.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The Somali text says the third page of the form is kept at the site with all other required documents. No IRS mailing address is printed.
The disclosure says consent is valid for the amount of time the taxpayer sets, or for one year from the date of signature when no period is set.
The Somali text says that if the taxpayer chooses not to sign, the site may not be able to prepare the return with this process.
The form names the Treasury Inspector General for Tax Administration (TIGTA), by phone at 1-800-366-4484 or by email at [email protected].
Form 14446 is the English edition. The Somali footer carries the same Rev. 11-2023 date, and the header gives it in Somali as Nofeembar 2023.

The IRS lists this edition as the Somali Version of Form 14446. Its labels, method descriptions and consent text are in Somali, and the form uses Fogaan arag for virtual.
Qeybta I is headed as completed at the VITA/TCE site. The form says volunteers advise taxpayers, where it applies, of the risk of moving their data from one site location to another.
Reads Qeybta III, answers whether an IRS employee may check the return for accuracy, answers whether to use the site's virtual process, and signs.
The consent text says both spouses sign and date the document when a married couple files jointly. The second name field is labeled for the spouse if married and filing jointly.
The note under method A says a taxpayer who leaves tax documents at the site and then leaves the site's property for any reason completes Form 14446. Waiting in another room or a vehicle does not count.
The VITA/TCE site fills in Parts I and II. The taxpayer, and a spouse on a joint return, fill in Part III. The form says page three stays at the site.
