Virtual VITA/TCE Taxpayer Consent (Korean Version)
Form 14446 (ko) is the Korean version of Form 14446, Virtual VITA/TCE Taxpayer Consent. The PDF is printed in Korean under the title 온라인 VITA/TCE 납세자 동의서, which reads as Online VITA/TCE Taxpayer Consent, for taxpayers at VITA/TCE sites who read Korean. The English edition is Form 14446.
The Korean text says the form is needed when intake/interview and/or quality review take place without face-to-face contact between the taxpayer and the VITA/TCE volunteer. The site, which the Korean text calls an office, fills in Part I and Part II. The taxpayer answers the review question in Part III, says whether they agree to the virtual process, and signs.
You can fill it out free in your browser on this page and download the result without an account.

Office name, address (street number, city, state, ZIP code), site ID number (SIDN), coordinator name, and contact person name and phone number.
Drop off office, intake office, return preparation and quality review only office, combination office, and the 100% online VITA/TCE process.
Eleven numbered office procedures, each with a guiding question in parentheses, covering appointments, the consent, intake, identity checks with photo ID and Social Security card/ITIN letters, interview, preparation, communication, review, sharing, signing and e-filing.
The form says IRS employees randomly select free tax preparation offices for review and the office corrects any errors found. Declining does not affect the service. The boxes are 예 (Yes) and 아니요 (No).
Says that if the taxpayer agrees to use non-IRS online systems and they are hacked or breached without the IRS's knowledge, federal law cannot protect the return information from further use or distribution.
A 예 or 아니요 on using the office's virtual VITA/TCE process, then name, date of birth, date, phone, email, and an electronic signature or a typed or printed one, in columns for the taxpayer and the spouse.
The site enters its name, address, SIDN, coordinator and contact, then checks each virtual method, A to E, that it uses.
The office explains how each of the 11 procedures runs when helping taxpayers remotely. Item 11 asks when the return is e-filed: immediately or at the end of the day.
Check 예 or 아니요 on letting an IRS employee review the return for accuracy if the preparing office is selected.
Check 예 or 아니요 on using the office's virtual VITA/TCE process, enter name, date of birth, date, phone and email, then sign electronically or by typing or printing.
On a joint return, the spouse fills in the second column with name, date of birth, date, phone and email, and signs.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The Korean text says page 3 of the form is kept at the office with all other required documents. No IRS mailing address appears on the form.
The disclosure says consent is valid for the period the taxpayer specifies, or for one year from the date of signature when no period is given.
The form says the site may not be able to prepare the return using this process.
The form names the Treasury Inspector General for Tax Administration (TIGTA), by phone at 1-800-366-4484 or by email at [email protected].
Form 14446 is the English edition, with the same Rev. 11-2023 date. The Korean version carries the same form number, with the language tag in its footer.

Part I is headed as completed by the VITA/TCE site, and Part II is where the site explains its process. The form says the site explains to the taxpayer the process it uses to prepare the return.
Reads Part III, answers the question on an IRS accuracy review, checks Yes or No on using the site's virtual process, and signs.
The consent disclosure says both spouses sign and date the document when the return is a joint return.
The note under method A says a taxpayer who leaves tax documents at the site and then leaves the site's property for any reason completes Form 14446. Waiting in another room or a vehicle does not count as leaving.
The office (site) handles Parts I and II, and the taxpayer handles Part III. The form says page 3 is kept at the office with all other required documents.
