Virtual VITA/TCE Taxpayer Consent (Arabic Version)
Form 14446 (ar) is the Arabic version of Form 14446, Virtual VITA/TCE Taxpayer Consent. The three-page PDF is printed in Arabic for taxpayers at Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) sites who read Arabic. Only the IRS name in the header, the program acronyms and the page footers are in English. The English edition is Form 14446.
The Arabic text says the form is required when the intake/interview and/or the quality review are not done in person between the taxpayer and a VITA/TCE volunteer, and that the site explains to the taxpayer the process used to prepare the return. The site fills in Part I and Part II. The taxpayer answers the questions in Part III and signs, and on a joint return both spouses sign and date it.
The header is dated November 2023 and each footer prints Form 14446 (ar) (Rev. 11-2023). You can fill it out free in your browser on this page and download the result without an account.

Site name, site address (street, city, state and ZIP code), site coordinator name, site identification number (SIDN), and the site contact's name and phone number.
Lettered in Arabic: a drop off site, an intake site, a return preparation and/or quality review site, a combination site, and the fully electronic VITA/TCE process.
Eleven numbered items, each with a guiding question: scheduling, getting consent, intake and securing documents, identity checks with photo ID and Social Security cards or ITIN letters, interview, preparation, contact, quality review, sharing, signing and e-filing.
The form says IRS employees randomly select free tax preparation sites to check their quality, the site makes needed corrections, and declining does not hurt the services the site provides.
Says that if non-IRS virtual systems are used and are hacked or breached without the site's knowledge, federal law may not protect the return data, and that the sites may not be in federal buildings.
A Yes or No on using the virtual VITA/TCE process, then printed name, date of birth, date, phone, email and an electronic or a typed or handwritten signature for the taxpayer and the spouse.
The site enters its name, address, coordinator, SIDN and contact, then marks each virtual method it uses.
For each of the 11 items, the site writes how it is handled. Item 2 asks how Form 14446 is signed, received and stored, and item 11 asks whether the return is e-filed right away or at the end of the day.
The form says the site explains its process, and when applicable volunteers alert the taxpayer to the possible risks of moving their data from one site location to another.
Check Yes or No on whether an IRS employee may review the return for accuracy if the site preparing it is selected.
Check Yes or No on the virtual VITA/TCE process, enter printed name, date of birth, date, phone and email, then sign electronically, or by typing or by hand.
On a joint return, the spouse fills in the second column with printed name, date of birth, date, phone and email, and also signs and dates.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The Arabic text says page three of the form is kept at the site with all other necessary documents. No IRS mailing address is printed.
The consent is valid for the period the taxpayer sets. If none is set, the form says the consent covers one full year from the date of signature.
The form says the site may not be able to prepare the return using this process.
The form names the Treasury Inspector General for Tax Administration (TIGTA), at 1-800-366-4484 or by email at [email protected].
The form says the IRS oversees the VITA and TCE programs, while IRS partners run the sites and also see to site operating requirements and volunteer ethical standards.
