VA Form FL1-28a: Supplemental Statement of the Case

VA Form FL1-28a is the U.S. Department of Veterans Affairs letter that VA's page names Supplemental Statement of the Case. VA's page lists it as related to VACO. VA sends it with an enclosed Supplemental Statement of the Case (SSOC) when an appeal was previously remanded by the Board of Veterans' Appeals for further development and that development has been completed.

The letter says the SSOC is not a decision on any new issues, but is intended to inform of material changes in, or additions to, the Statement of the Case (SOC) sent before. Before returning the appeal to the Board, VA gives a period of time to respond with additional comments or evidence, and the letter says a response at this time is optional and is not required to continue the appeal. The letter is one page with no fields to fill in. You can fill out the PDF free in your browser on this page and download the result without an account.
