Application for VA Education Benefits
VA Form 22-1990 is the U.S. Department of Veterans Affairs application for VA education benefits. The form lists four programs: the Post-9/11 GI Bill (chapter 33), the Montgomery GI Bill (MGIB, chapter 30), the Montgomery GI Bill Selected Reserve (MGIB-SR, chapter 1606) and the Post-Vietnam Era Veterans' Educational Assistance Program (VEAP, chapter 32 or section 903).
The PDF has seven pages: instructions, the regional office addresses, then the application in Parts I to X. The form says it is not for Vocational Rehabilitation and Employment (chapter 31), Dependents Educational Assistance (chapter 35), the Marine Gunnery Sergeant John David Fry Scholarship, Transfer of Entitlement or National Call to Service, which use other forms. VA.gov lists VA Form 22-1990e for family members using transferred Post-9/11 GI Bill benefits and VA Form 22-1990n for National Call to Service.
VA also accepts this application online. You can fill out the PDF free in your browser on this page and download the result without an account.

Social Security number, gender, date of birth, name, address, home and mobile phone, a required email address, direct deposit details and someone who will always know where you can be reached.
The benefit applied for in Items 9A to 9D, then the type of training: college or other school, apprenticeship or on-the-job, flight training, correspondence, test reimbursement or tuition assistance top-up, plus the school and your objective.

Whether you are on active duty or on terminal leave, and for each period of service the dates entered and separated, the component, the service status and whether you were involuntarily called to active duty.

Whether you have a high school diploma or equivalency certificate, any FAA flight certificates, education after high school, and work before and after service if you held a license or journeyman rating.

Additional contributions, active duty or reserve kickers, a service academy graduation year, Senior ROTC scholarships, active duty counted for an education loan, and money from the Armed Forces or your agency for the same course.
A box to request a printed pamphlet, marital and dependency questions only for service before January 1, 1977, remarks, and your certification, signature and date.
The item numbers in the instructions match the application. The form says items not mentioned there are self-explanatory.
Pick the program you are applying for in Items 9A to 9D, then the type of training in Part III.
The form says it helps VA to get a copy of DD Form 214 (Member 4) for active duty periods, DD Form 2384 (NOBE) for chapter 1606, and orders if activated from the Guard or Reserves.
Give the routing number, account type and account number in Item 7, and attach a voided personal check or deposit slip that matches. Direct deposit is not available for chapter 32 recipients.
The submission reminders ask for your Social Security number on each page, your mailing and email address, and all supporting documents. Then sign Part X without printing your name and date it.
Mail it to the VA Regional Processing Office for your school's state, or your home state if no school is chosen yet. Ask the school's certifying official to send VA Form 22-1999, Enrollment Certification.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
