Virtual VITA/TCE Taxpayer Consent (German Version)
Form 14446 (de) is the German version of Form 14446, Virtual VITA/TCE Taxpayer Consent. The PDF is printed in German under the title Virtuelle VITA/TCE Steuerpflichtigen-Einwilligung, and the IRS lists it as the German Version, for taxpayers at Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) sites who read German. The English edition is Form 14446.
The German text says the form is required when intake/interview and/or quality review are not carried out in person between the taxpayer and the VITA/TCE volunteer. The site fills in Part I and Part II. The taxpayer answers the review question in Part III, says whether they agree to the site's virtual process, and signs.
You can fill it out free in your browser on this page and download the result without an account.

Site name, address (street, city, state, ZIP code), site identification number (SIDN), site coordinator name, contact name and site phone number.
Abgabestelle (drop off point), Annahmeniederlassung (intake site), a site for return preparation and/or quality review only, Kombinationsniederlassung (combination site), and the fully virtual VITA/TCE process.
Eleven numbered items, each with guiding questions in parentheses: appointments, the taxpayer's consent, intake, identity checks with photo ID and Social Security cards/ITIN letters, interview, preparation, communication, quality review, sharing, signing and e-filing.
The form says IRS employees randomly select free tax preparation sites for review, the site corrects any errors, and declining has no effect on the services offered. The boxes are Ja (Yes) and Nein (No).
Headed Offenlegung zur virtuellen Zustimmung. It says federal law may not protect return information if the non-IRS virtual systems are hacked or breached, and that the sites are run by IRS sponsored partners.
A Ja or Nein on using the site's virtual VITA/TCE process, then name in block letters, date of birth, date, phone, email, and an electronic or written/printed signature, for the taxpayer and the spouse.
The site enters its name, address, SIDN, coordinator, contact name and phone, then marks each virtual method, A to E, that it uses.
The site explains how it runs each of the 11 processes. Item 2 asks how the 14446 is signed, received and stored, and item 11, electronic filing, asks whether the return goes in immediately or at the end of the day.
Check Ja or Nein on letting an IRS employee review the return for accuracy if the site that prepared it is selected.
Check Ja or Nein on using the site's virtual process, enter name in block letters, date of birth, date, phone and email, then sign electronically or in writing or print.
On a jointly filed return, the spouse fills in the second column, labeled for a spouse who is married and filing jointly, and signs.
You get the real form, filled in a browser tab, with nothing standing between you and the finished PDF.
The German text says page three of the form is kept at the site with all other required documents. No IRS mailing address appears on the form.
The disclosure says consent applies for the period the taxpayer gives, or for one year from the date of signature when no period is given.
The German text says the site may not be able to prepare the return using this process.
The form names the Treasury Inspector General for Tax Administration (TIGTA), by phone at 1-800-366-4484 or by email at [email protected].
Form 14446 is the English edition. The German version keeps the same form number, with the (de) tag and Rev. 11-2023 in its footer.

The IRS lists this edition as the German Version. The header gives the date as November 2023, and the footers print Form 14446 (de) (Rev. 11-2023).
Teil I is headed as completed by the VITA/TCE site, which the German text mostly calls the Niederlassung (branch). Teil II asks the site to explain how it handles each process when helping the taxpayer remotely.
Reads Teil III, answers whether an IRS employee may review the return for accuracy, checks Ja or Nein on using the site's virtual process, and signs.
The consent disclosure says that for a jointly filed return, both spouses sign and date the document.
The note under method A says a taxpayer who leaves tax documents at the site and then leaves the site's property for any reason completes Form 14446. Waiting in another room or a vehicle is not a drop off.
The site handles Parts I and II, and the taxpayer handles Part III. The German text says page three is kept at the site with all other required documents.
